When trying to mirror my Macbook Air (2012) screen to my TV via Apple TV 4th gen, an error shows on my macbook screen that says Could Not Connect to Apple TV. I've checked setting on apple tv, fireball on macbook and all software is updated. Any ideas?

Try the following steps, check whether things are working after each step where appropriate, before trying the next.
If you are still having problems, try turning off bluetooth if it's enabled, also try using 802.11n for wifi if you are currently using either 802.11b or 802.11g. You might also try removing any other software related to screen sharing or streaming to remote displays that you might have installed at some time.

Thank you. I've ran through the list you provided, still no luck. I can airplay stream to my older Apple TV 2nd gen, so that is confusing to me.
I saw in another thread that removing the networkinterfaces.plist fixes the problem. I tried this and still no luck.
Are you sure you haven't installed any screen casting or screen sharing apps? They can interfere with AirPlay if not fully installed. A partial list is Duet, AirParrot, AirDisplay, Splashtop, iDisplay, Screen Recycler Driver.
